Increasing Economic Opportunity

<h4>Serve America, Protect Our Future: A plan to energize Howard County’s economy by investing in Secure Facility Construction</h4>IntroductionThis proposal outlines a framework for the subsidized speculative construction of up to 500,000 square feet of Sensitive Compartmented Information Facility (SCIF) compliant commercial space in Howard County over a seven (7) year timeframe. The purpose of this initiative is to energize Howard County’s local economy by taking advantage of the County’s proximity to the Pentagon and Ft. Meade– where ongoing national security work must be conducted in secured facilities.The creation of more local SCIF space will increase the County’s capacity to host defense contractors and federal agencies that are conducting Top Secret work on America’s behalf. Take a look at the following information to get a better understanding of how this plan can entice a new source of business revenues into the County.What is a SCIF?SCIFs are secure facilities used by federal agencies and defense contractors to perform highly classified work on behalf of the U.S. Government.&nbsp; These buildings are essential for safeguarding classified information. This investment would position the county to meet a <a href="https://www.naiopmd.org/news/scif-market-faces-strong-demand-changing-requirements/">consistently growing and unmet national demand for secure workspaces</a>.If federal jobs and funding are being slashed, why should Howard County invest in SCIF construction?According to Greg Prossner, Senior Vice President of COPT Defense Properties, a local real estate developer with properties in Columbia’s Gateway Innovation District, “There is a lot of demand for SCIF space from defense contractors, especially in the area of cybersecurity… <a href="https://www.naiopmd.org/news/scif-market-faces-strong-demand-changing-requirements/">The Department of Defense budget for cybersecurity has increased roughly 50 percent over the past five years</a>, which has created a tremendous tailwind for small and large cyber contractors, especially in the submarkets near Fort Meade, Maryland, which is home to U.S. Cyber Command.”&nbsp;How does this benefit local residents?By proactively subsidizing the construction of secure facilities (through both new builds and the conversion of existing commercial properties), Howard County will attract federal tenants, defense contractors, and cybersecurity firms. This plan seeks to provide a viable pathway to new high-paying jobs for our residents; strengthen the County’s importance to America’s national security; and generate crucial long-term local tax revenue as County revenues have stalled with total local taxes collected growing just <a href="https://dls.maryland.gov/pubs/prod/InterGovMatters/LocFinTaxRte/County-Revenue-Outlook-Fiscal-2024.pdf">1.8%</a> between FY 2022 and FY 2024. II. Leveraging Our Resources &amp; Existing InitiativesDue to the <a href="https://www.hklaw.com/en/insights/publications/2025/01/leasing-scif-space-considerations-for-landlords-and-tenants">complexity and high cost of SCIFs</a>, which must meet specific compliance requirements, most commercial developers aren’t building SCIFs without an anchor tenant. This has resulted in a supply bottleneck where defense contractors often face months or even years of delays while retrofitting space or awaiting secure site approvals.&nbsp;Opportunity AwaitsHoward County is already focused on developing its cybersecurity footprint and establishing itself as a “<a href="https://www.howardcountymd.gov/News032525b">premier cybersecurity innovation hub</a>.”&nbsp;This plan builds on this countywide strategy by facilitating the speculative development (or re-development) of workspace within the County to provide emerging and established businesses the opportunity to engage in classified work locally.The County– as resources allow– would subsidize commercial real estate build outs to a general secure-facility specification on a predetermined construction schedule. Concurrently, prospective tenants would be encouraged to pursue DoD contracts and list our “move-in ready” secure facilities as the proposed work site. Because these locations are pre-built to certain secure specifications, the final modifications to achieve SCIF certification would be significantly less expensive and significantly less time consuming to complete for the government contractor bidding on a DoD contract.In Layman’s terms, Howard County would engage in a phased development in much the same way a residential developer would build a townhome community. General floor plans would be developed along with the rolling construction of base-model homes– with an option for individual home owners to choose their delivery dates and customizations prior to moving in.&nbsp;This is what Howard County could offer to major DoD contractors like Boeing, Raytheon, and Lockheed Martin, while also providing alternative workspaces for the U.S. Cyber Command and other National Security agencies in need of SCIF space due to expansion or evolving security requirements.III. The Economic BenefitsAccording to local developers, the estimated cost for building a SCIF-compliant space is ~$300 per square foot– totaling $150 million for the proposed 500,000 square feet. However that investment could be halved by immediately reinvesting leasing revenue back into the cost of the overall construction plan. If the County were to fully finance roughly 71,000 sq ft per year for seven (7) years, Howard County could realize a positive cashflow within eight (8) years, assuming full occupancy at the conclusion of each construction phase and the lease revenue is reinvested to offset future construction costs.<img src="https://run.imgix.net/28c1ab84-c4c1-4295-b022-06a8a225287d/0db6dddd-76d3-41e5-a5f1-75cb6f0f3e70/0db6dddd-76d3-41e5-a5f1-75cb6f0f3e70.png?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C1492%2C622&amp;w=1500" alt="" caption="" align="center" alignwidth="40" variant="base"><img src="https://run.imgix.net/28c1ab84-c4c1-4295-b022-06a8a225287d/4ec49f0b-73bd-42eb-8352-89a1208ab851/4ec49f0b-73bd-42eb-8352-89a1208ab851.png?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C1392%2C800&amp;w=1500" alt="" caption="" align="center" alignwidth="40" variant="framed">Alternative Financing Options It is important to note that Howard County does not have to bear the full cost of construction if there is an eligible small business (fewer than 500 employees) that qualifies for The Employer Security Clearance Costs (<a href="https://commerce.maryland.gov/fund/programs-for-businesses/employer-security-clearance-costs-tax-credit">ESCC</a>) Tax Credit– which offers up to $200,000 in State income tax credits for SCIF construction costs. Further options exist to implement scaled leasing rates, revolving loan funds, and innovative public private partnerships to dramatically expand SCIF availability.IV. ConclusionThis proposal is more than a pitch for building infrastructure—it is a call to action for Howard County to take the lead in shaping its economic future. As federal agencies and defense contractors search for ready-made secure facilities in proximity to national security hubs like Fort Meade and the Pentagon, Howard County has the rare opportunity to meet that demand and reap long-term benefits for its residents.In an increasingly volatile economic climate, SCIF construction offers a rare combination of strategic alignment, revenue potential, and national significance. It builds on Howard County’s strengths—its workforce, location, and innovation agenda—while catalyzing new private-sector activity. With prudent public investment, smart partnerships, and phased development, Howard County can deliver a powerful message: We serve America by building what the future demands.

First Time Downsizer Program

<h3>Introduction</h3>Maryland’s housing market is broken. According to a<a href="https://www.marylandcomptroller.gov/content/dam/mdcomp/md/reports/research/housing-economy-print.pdf"> new report</a> by Comptroller Brooke Leirman, high housing costs are driving residents out of Maryland in droves to states like Florida (31%), Pennsylvania (26%), North Carolina (20%), and Texas (18%).&nbsp; To put this in real dollar terms, the Comptroller found that in 2022 roughly 138,000 people moved into Maryland– bringing with them $7.5B in new revenues. But, 164,000 people moved out of Maryland– taking $10.2B in revenues with them, resulting in a $2.7B net loss in revenue for the State. “We were losing, on a net basis, older and higher-income people. Maybe they were retirees motivated by better weather or lower income taxes,” she said. “But since the pandemic, we’ve seen a troubling new trend … we’re seeing an increase of younger people and lower-income households leaving the state.” – <a href="https://marylandmatters.org/2025/10/21/high-housing-costs-are-driving-people-out-of-maryland-new-state-report-finds/?emci=95adfe8e-3eaf-f011-8e61-6045bded8ba4&amp;emdi=bb90c6a3-4eaf-f011-8e61-6045bded8ba4&amp;ceid=584110">Comptroller Leirman</a> This novel policy proposal is aimed at providing relief to older residents who are struggling to age in place in the communities to which they’ve devoted their lives, by creating a First Time Downsizer Program (FTDP) for longtime residents that wish to downsize out of their large single family homes and purchase a smaller property in Howard County. It is important to note that the FTDP is a voluntary program for residents that wish to downsize for personal reasons. This program will have no impact on residents that wish to remain in their homes. Having the financial and physical means to age in place in Howard County is a luxury not all residents can afford in today’s economy. All seniors, at all income levels, deserve quality housing options in the neighborhoods and communities they helped to build– whether they are a retired executive, public servant, blue collar worker, or something in between. <h3>II. Aging In Place </h3>Roughly 27% of all Howard County homeowners are 65 years or older.<img src="https://run.imgix.net/28c1ab84-c4c1-4295-b022-06a8a225287d/92f59935-a91b-47b4-a592-661f17b72f0f/92f59935-a91b-47b4-a592-661f17b72f0f.png?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C512%2C218&amp;w=1500" alt="Chart of Howard County Homeownership rates by age" caption="Howard County home ownership rates by age" align="center" alignwidth="40" variant="framed">Howard County home ownership rates by ageAnd it is fair to assume that most of those residents wish to stay in their homes. In 2021, the AARP reported that 77% of adults over 50, if given the choice, would prefer to age in place. However, the question remains as to whether those specific properties– will remain both affordable and suitable for those homeowners. About 63% of Howard County homeowners state that they are responsible for condo and homeowner fees dedicated to <a href="https://www.thebanner.com/community/local-news/howard-county-census-home-ownership-XZZZGULB5BBEFIN7N2BWBMEIEA/?schk=&amp;rchk=&amp;utm_source=The+Baltimore+Banner&amp;utm_campaign=164a257ced-NL_ALRT_HC_20250911_0930&amp;utm_medium=email&amp;utm_term=0_fed75856d2-164a257ced-618129470&amp;mc_cid=164a257ced)">“maintaining common spaces and neighborhood upkeep.”</a> Yet, the national average for this is only about 25%. And a <a href="https://www.census.gov/content/dam/Census/library/publications/2020/demo/p23-217.pdf">2020 report</a> estimated that only 10% of American homes are “aging ready”, which would include “a step-free entryway, a bedroom, and at least one bathroom accessibility feature.”&nbsp; <h3>III. The Local Impact</h3>District 2 is home to a generation of residents who spent their formative and professional years in Columbia’s oldest villages, Oakland Mills (1969) and Long Reach (1971), as well as many other older residents who have long since settled in Elkridge and Ellicott City. Many of these homeowners are now retired and living off of a fixed income. And they are being squeezed by rising taxes, Columbia Association assessments, home maintenance costs, healthcare costs, grocery bills, energy costs, and much more. In addition to financial constraints, health and mobility challenges complicate aging in place even further. The end result is more than 7,000 full-retirement aged (67+) District 2 residents who lack available– let alone affordable– housing options if they wish to downsize and remain in their community after they have retired from working and their children have moved out of the home. As of this writing (October 2025) just seven properties are listed on <a href="http://Redfin.com">Redfin.com</a> for sale with an estimated average monthly payment of $2,000 or less (30-yr fixed with a 20% downpayment) in the 20145 zipcode.<img src="https://run.imgix.net/28c1ab84-c4c1-4295-b022-06a8a225287d/a3977757-2d0a-4244-87a2-4cff7273959b/a3977757-2d0a-4244-87a2-4cff7273959b.png?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C2576%2C1770&amp;w=1500" alt="" caption="" align="center" alignwidth="40" variant="framed">As you can see above, none of the properties exceed 982 sq ft (condos) and all seven properties listed were built between 1973 and 1982. Unsurprisingly, housing options improve considerably when searching for homes with a $4,000 monthly mortgage and a purchase price $500,000. Older residents deserve home buying options at reasonable prices; in the communities they’ve built their lives in; that are safe and “aging ready.” My First Time Downsizer Program aims to create a market incentive for developers to build or renovate more properties for older adults– at prices they can afford. <h3>III. How It Works </h3>Federal, State, and Local governments have invested considerable taxpayer resources into supporting young adults’ ability to purchase a home. These First Time Homebuyer programs reduce or eliminate the downpayment burden faced by renters by offering downpayment assistance to those that otherwise would be unable to meet the cash requirements to qualify for a mortgage. My First Time Downsizer Program acknowledges the challenges longtime residents face at the end of the housing cycle as opposed to the beginning. Seniors in today’s market face skyhigh construction costs; runaway housing prices; low inventory; and high interest rates. FTDP offers an off-ramp to seniors that desire to downsize into a more suitable property; remain in Howard County; and keep as much of their hard earned equity as possible. <h4 style="text-align: center">$20,000 Property Tax Credit</h4>Qualified longtime residents would be eligible for a $20,000 local property tax credit on their next primary residence so long as the property meets FTDP requirements and is located in Howard County. Let’s put this in real terms. Consider a senior resident in Howard County living in a home currently valued at the median purchase price of $550,000 and there is no mortgage on the home. That home would cost the homeowner roughly $6,160 in property taxes– or $513 per month.&nbsp; Now let’s assume this homeowner participated in FTDP by purchasing a fully renovated home outright for $400,000. Their annual tax bill would be $5,448 ($454 monthly), a modest 11% reduction in monthly living expenses.&nbsp; With the $20,000 FTDP credit, however, the homeowner’s monthly living expense would drop to just $106– an astonishing 79% decrease in housing costs for more than four years as the tax credit was drawn down after each annual assessment on the property. In this example, the credit would provide partial payment in year five and fully exhaust itself in year six. In the above scenario, the FTDP participant pockets more than $100,000 in equity by selling their original home and downsizing into a newly renovated “aging ready” home; they’ve reduced their living expenses by ~80% for four years; and have increased their monthly budget by $400 over that same period. This represents a meaningful change in circumstances for a 75-year old resident on a fixed income. <h4 style="text-align: center">Qualifications &amp; Program Eligibility </h4>Below is a broad outline of qualifications for FTDP. The campaign recognizes that nuanced public policy is best delivered through public input along with subject matter expertise: <ul><li>Must have maintained primary residence at one property in Howard County for at least 18 consecutive years</li><li>Must downsize into a smaller home (measured by square footage); a waiver would be offered to otherwise eligible residents moving to a similarly sized property, so long as the new property is “aging ready” and the former property was not “aging ready”</li><li>Properties listed at $1M or more (purchased or sold) are ineligible for the program</li><li>The new property must be under contract within 12 months of sale of the former property</li><li>The former property must be sold to a first time homebuyer; This important provision keeps businesses from buying up homes in residential neighborhoods</li></ul><h4 style="text-align: center">Purchasing Window</h4>In addition to the above requirements, the FTDP will only offer the $20,000 tax credit to eligible buyers who purchase their homes within the program window– January 1 to June 30.&nbsp; The purchase window creates a number of favorable market conditions: <ul><li>Increased renovation activity by home sellers in Q4 in preparation for Q1 and Q2 listings during the program window</li><li>Increased supply of newly renovated “aging ready” homes; developers will bring program eligible properties onto the market during the purchasing window</li><li>A surge in single family home listings for first time homebuyers&nbsp; during the traditionally slow winter months</li><li>Larger inventory and lower prices for all homebuyers as a result of more buying and selling within the County </li></ul>Creating a purchase window concentrates market activity; creates healthy competition; motivates sellers and buyers to close deals; and incentivizes developers to deliver in-demand senior housing units. <h3>IV. The Numbers </h3>Howard County sells ~3,440 homes per year. If the County encouraged a 10% increase in home sales via a $20,000 credit, the County would forgo approximately $6.8M ($20K x 344 sales/participants) in tax revenue over the lifetime of each FTDP cohort. It is worth noting that $6.8M would be the maximum exposure. The buying window would be hard capped at the first 344 participants to satisfy all program requirements. And each $20,000 credit could only be drawn down so long as the participant remains in their downsized property as a primary resident. This means that if a participant moved into a new care facility; moved in with their adult children; or were transferred to hospice the remaining balance of their credit would be reverted back to the County and their local property tax assessments would be collected in full.<h4 style="text-align: center">What is the Taxpayer ROI on offering Tax Credits to Seniors?</h4>Helping Howard County seniors struggling to age in place is objectively the right thing to do. But it is also important to note that FTDP offers real financial benefits to all Howard County taxpayers at a time when local revenue growth has slowed to a crawl. To better understand taxpayer ROI on FTDP, one must examine the amount of property tax revenue left on the table when the real estate market cools. Even as home prices in the area continue to rise, the County does not capture the full value of appreciating home prices on an annual basis. As you know, property taxes are capped at a 5% year-over-year increase– meaning that if the median sale price of all homes sold in Howard County rose by 6.7%, the County would only receive 5% of that assessed value. That 1.7% gap equates to about $9,435 in uncaptured revenue for a home valued at the 2023 median sale price of $555,000. New homeowners pay the full assessed “uncapped” value (the purchase price of their home) at their first tax year assessment. The homeowner is then subject to no more than a 5% increase in taxes year-over-year. So how much more revenue would Howard County have collected if 10% more homes were sold at the median home price, rather than held at the 5% capped assessment?&nbsp; Using 2023 housing data and median sale price of $555,000 at a home price increase of 6.7%: County revenues would have increased by $30,000 annually and County coffers would have collected a one-time payment of $3.27M in transfer and recordation taxes.<img src="https://run.imgix.net/28c1ab84-c4c1-4295-b022-06a8a225287d/c4d90605-9dfa-4406-a231-844b7f7b77d0/c4d90605-9dfa-4406-a231-844b7f7b77d0.png?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C1600%2C1000&amp;w=1500" alt="Howard County: Home Price Growth vs. Assessment Cap (2020-2024)" caption="The shaded area indicates uncaptured property tax revenue above the 5% property tax cap" align="center" alignwidth="40" variant="framed">The shaded area indicates uncaptured property tax revenue above the 5% property tax capIn addition to the $3.27M in one-time transaction taxes, one can loosely estimate $2-$6M in additional economic activity generated by new homeowners in the first year including: <ul><li>Purchased <a href="https://www.prnewswire.com/news-releases/new-study-from-realtorcom-finds-movers-spend-more-than-17-000-on-average-setting-up-their-homes-and-establishing-new-routines-302422426.html">goods</a>, and <a href="https://eyeonhousing.org/2022/06/what-do-home-buyers-buy-after-moving-3/">home repairs</a></li><li>Increased permitting revenue</li><li>And an increase in contractor jobs and wages </li></ul>These ancillary revenues more than pay for the tax credits offered to FTDP participants, and essentially represent “cash in hand” in terms of revenues collected– versus the County’s commitment to credit $20,000 in incremental local tax assessments so long as the FTDP remains eligible. The County could limit its long-term exposures by offering FTDP biennially instead of annually; reducing the number of program slots available; or reducing the credit amount to better reflect its long-term budgeting restraints. <h3>V. Conclusion</h3>The First Time Downsizer Program is a common-sense approach to a growing problem. Many longtime Howard County residents want to stay in the community they helped build, but can no longer afford or physically manage the homes they’ve lived in for decades. This program recognizes that not all of our residents retired to significant wealth. Residents living on a fixed income deserve quality housing options at reasonable prices in the communities they know and love. By offering a limited, targeted property-tax credit, the County can help those residents downsize into smaller, “aging ready” homes; provide a substantial decrease in monthly housing expenses; and keep our lifelong residents from leaving Howard County altogether.This proposal is not about creating a new entitlement— this is a market based solution that seeks to reclaim the lost value that already exists within Howard County’s faltering housing ecosystem and put it to better use.We have the opportunity to offer $20,000 in local property tax credits to older residents that need it most by simply encouraging more homebuying and selling. We know that when older properties are sold, home updates typically follow. That creates new renovation work; new business for local contractors; and new revenue for the County through recordation and transfer taxes. A modest 10% increase in home sales alone could generate millions of dollars in economic activity and one-time revenues that more than offset the cost of the program.At its core, FTDP is about giving people choices. It gives seniors the freedom to stay in Howard County; the next generation a fair shot at homeownership; and the County a new tool to grow its economy without raising taxes. It’s a practical solution to a real problem—and one that reflects the values of a District 2 County Council campaign focused on increasing affordability and economic opportunity for Howard County residents.

The Cure for Care

<h4>The Cure for Care: A plan to cut childcare costs by 65%, support local businesses, and raise long term County revenues</h4> IntroductionHoward County is recognized as one of the best places to live and raise children, but the rising cost of childcare is creating financial strain for too many parents—for some, $40,000 a year or more. <a href="https://info.childcareaware.org/hubfs/Pricing%20and%20Landscape%20Infograms/Pricing%20Sheets%20PDF/2024-2025-price-fact-sheet-child-care-affordability-Maryland.pdf">According to Child Care Aware of America</a>, the average annual cost of an infant in center-based childcare is $25,321.&nbsp; For a Maryland toddler in center-based childcare the annual cost is $22,594. Altogether, the annual cost for Maryland families paying for an infant and a 4-year-old in center-based childcare is a shocking $40,832—more than housing and college tuition for a year. In fact, these costs are among the highest in the nation and place a significant burden on working families strapped for cash who have to choose between paying for childcare or quitting their job—and promising career.&nbsp;This proposal outlines a plan to lower childcare costs for eligible middle class families by as much as 65% per year by adopting Michigan’s Tri-Share program model in Howard County as a pilot program. II. The ConceptThe Tri-Share model is simple. It is a childcare employee benefit program where a participating employer would cover 1/3rd of an eligible employee’s daycare bill; the County would pay 1/3rd of the daycare bill; and the employee would be responsible for the final 1/3rd of the daycare bill.Howard County, through a designated administrator (think the Howard County Local Children’s Board or a reputable local nonprofit), would create a centralized program for participating families, employers, and licensed childcare centers and home daycares.&nbsp;The total cost of monthly tuition would be divided into thirds and billed between a participating employer, an eligible employee, and the county– with each party submitting their payments to the program administrator. The program administrator would then pay the participating childcare facility directly.&nbsp;<h3>What’s in it for me?</h3>The Tri-Share model is a win-win-win idea with each stakeholder taking away clear benefits from the initiative. Tri-Share would: <ul><li>Benefit families by saving them money and raising household income: with quality and affordable childcare, families would save a significant amount of money; and families would have the flexibility for both parents to work and earn full-time salaries. </li><li>Benefit employers by creating a stronger workforce: with quality and affordable childcare, fewer parents would need to quit their jobs to stay home with their kids; and employers who opt-in would instantly become more attractive from a recruitment and retention standpoint to talented employees with young families. </li><li>Benefit taxpayers by raising revenue and creating a stronger economy: with quality and affordable childcare, families would have the flexibility for both parents to work and earn full-time salaries, leading them to contribute more to the local economy through income taxes and discretionary spending. </li></ul>Public investment in childcare is a sound economic strategy. The “<a href="https://www.forbes.com/sites/jenniferpalumbo/2025/09/03/the-motherhood-penalty-20-childcare-and-rto-push-women-out/">Motherhood Penalty</a>” is a well documented phenomenon that forces working parents to choose between paying skyrocketing childcare costs and staying home with their children. There’s solid research on the <a href="https://www.econstor.eu/bitstream/10419/207051/1/103140242X.pdf">fiscal losses</a> from parents (disproportionately women) leaving or cutting back work for child-care, strong evidence that wage growth slows after child-related career breaks, and credible precedents for child-care subsidies “paying for themselves” in higher tax receipts. <h4>The Economic Impact of the Motherhood Penalty on the County </h4>Consider this: for every 100 families making 300% of the Federal Poverty Line (or ~$93.6K for a family of 4) who avoid taking a break to care for their children– about $1.4 million in County revenue is preserved over an 18 year period (assuming 6 years out of the workforce to care for two children).Take a look at the difference in total County revenues collected from FAMILY A where two earners at 300% FPL work without interruption for 18 years with an annual 3% wage growth, and FAMILY B where one parent exits the workforce for 6 years to raise two children. The exiting parent only receives a 1.5% annual bump in pay due to the “Motherhood Penalty.”<img src="https://run.imgix.net/28c1ab84-c4c1-4295-b022-06a8a225287d/5297a05e-d766-488c-b550-1c04231752d6/5297a05e-d766-488c-b550-1c04231752d6.png?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C2000%2C1200&amp;w=1500" alt="" caption="" align="center" alignwidth="40" variant="framed">There are real-world studies capturing the economic damage caused by the “Motherhood Penalty.” <a href="https://cffp.recherche.usherbrooke.ca/wp-content/uploads/2018/12/cr_2012-02_impact_of_quebecs_universal_low_fee.pdf">Researchers in Quebec</a> studied the economic impact of a public program offering universal low cost childcare access to working families. They found that low cost childcare access “induced nearly 70,000 more mothers to hold jobs than if no such program had existed –an increase of 3.8% in women employment… Quebec’s domestic income (GDP) was higher by about 1.7% ($5 billion) as a result.” The researchers also found the return on the public’s investment in childcare subsidies ultimately exceeded the public’s initial investment. They wrote “that the tax-transfer return the federal and Quebec governments get from the program significantly exceeds its cost.”III. Proof of ConceptQuebec’s low-cost childcare program has operated since the late 90s. A more recent example of subsidized childcare– and the inspiration for this proposed pilot program– is Michigan’s Tri-Share program which has operated since March 2021.&nbsp;In 2024, Michigan commissioned a review of the program. Key takeaways include a 99% satisfaction rate among participating families. More than 71% of participating employees report that the program has improved employment retention. And nearly 65% of participating employers reported that they believed they were more competitive against other employers because they were able to offer the Tri-Share benefit. Bringing Tri-Share to Howard CountyThis plan proposes the creation of a pilot program, Cure for Care, composed of Howard County licensed childcare facilities and home daycares; participating Maryland employers (with priority given to Howard County based businesses); and eligible Howard County residents who are employees of participating employers.<h4>Participant Eligibility</h4>Employee:<ul><li>Household income within 200% - 400% of the Federal Poverty Line (FPL); this equates to $62,000 to $125,000 for a family of 4 (2 adults and 2 kids)</li><li>Maintains employment– part time or full time– at an eligible participating employer</li><li>Primary resident of Howard County</li></ul>Childcare Provider:<ul><li>Childcare center or certified home daycare program</li><li>Fully licensed and in good standing with the State</li><li>Facility or home located in Howard County</li><li>Child care providers are not allowed to increase rates for families because of their participation in the Cure for Care Program. This does not include when child care rates for all families increase for reasons not related to Cure for Care (based on annual tuition increase, cost of living, etc.)</li></ul>Employer:<ul><li>Business located in the State of Maryland; preference given to businesses located in Howard County</li></ul>Program Facilitator:<ul><li>To facilitate the program the entity must be a Howard County government agency; Howard County based quasi-government agency; or Howard County based nonprofit organization</li></ul><h4>Program Implementation</h4>Once a program facilitator is selected, the County would embark on a recruitment effort among local businesses and childcare providers.&nbsp;As a pilot program, the County would be in control of how many childcare slots it is willing to sponsor (a commitment to pay 1/3rd of whatever the total monthly tuition cost is per individual childcare slot)-- thus capping its financial exposure in a predetermined fashion. The total number of slots available would then be divided among participating Cure for Care employers, who would in turn offer Cure for Care slots to their eligible employees.Participating employers would be eligible to offer the program as a qualified business expense, and employees would not be taxed on the contributions received from the County and their employer as extra income.Payments, participant eligibility, reporting, and technical assistance would be handled by the designated program facilitator.V. ConclusionHoward County is in the midst of a childcare affordability crisis that is dragging down the economic fortunes of middle class families. Arinze’s Cure for Care program seeks to provide relief to growing families that need childcare support from ages 0-4 years old.Cure for Care targets families that earn too much for Federal and State childcare subsidies, but not enough to withstand the extreme financial pressures of having one or more small children in daycare full time.&nbsp;This multi-faceted program will also strengthen the labor market and improve County revenue collection by keeping dual income households in the workforce without interruption. It will also make Howard County employers more attractive to current and future employees who are less likely to change jobs while receiving employer sponsored childcare benefits through the Cure for Care program.Howard County has the fiscal capacity, potential employer partnerships, and community will to make a Tri-Share style pilot work. Cure for Care will keep parents—especially mothers—connected to careers, support local businesses, and strengthen our early-childhood ecosystem, all while laying a data-driven path to scale to meet the needs of all families in need of childcare relief in Howard County.

Year after year projects are proposed but seldom initiated– then recycled as proposals for the next budget.&nbsp; <ol start="2"><li>Deep and equitable investment in Elkridge via the County Capital Budget </li></ol>As your next Councilman I pledge to advocate for Capital Budgets that equitably invests resources into Elkridge so that its residents receive a fair share, proportional to its population, of county services, amenities and investment. <ol start="3"><li>Elkridge residents deserve a community pool </li></ol>I pledge to advocate at the County Council for a pool to be built in Elkridge by 2030 or earlier. Elkridge is the only planning district in Howard County without its own public pool.&nbsp; <ol start="4"><li>Building the long awaited High School #14 in Elkridge </li></ol>As your D2 Councilman I will prioritize the acquisition and transfer of land at the Troy Park site to the Board of Education so that construction planning can begin for HS #14.Elkridge is home to 1/6th of Howard County’s population. Our children in Elkridge should have a local high school. And we all know that Columbia has been rocked by several recent instances of gun-violence. Tragedies like these shatter our sense of security and highlight the needs of our underserved communities.<h4>MY PROMISE TO YOU</h4>I bring to this race nearly 20 years of experience as a professional communicator, policy expert, and grassroots organizer.District 2 needs an experienced leader on the County Council to respond to these challenges. Howard County, MD — Arinze Ifekauche, candidate for Howard County Council District 2, today announced his <a href="https://www.voteforarinze.com/first-time-downsizer-program">First Time Downsizer Program (FTDP)</a>— a targeted, market-based plan that offers a $20,000 local property-tax credit to longtime residents who sell their larger home and purchase a new or newly renovated, smaller, aging-ready primary residence in Howard County.&nbsp;The release of FTDP comes amid mounting affordability pressures. According to the State Comptroller, Maryland is losing residents (-164,000) and revenue (-$2.7B) because of high costs.“Too many longtime residents want to stay in the community they built, but the math just doesn’t work,” said Arinze Ifekauche, candidate for Howard County Council District 2. “Our First Time Downsizer Program gives seniors a practical off-ramp—cutting monthly costs, keeping equity in their pockets— without raising taxes. It’s a common-sense fix that helps families, strengthens neighborhoods, and grows our local economy.”<h4>How FTDP Works</h4><ul><li>Incentive: A $20,000 local property-tax credit applied to the buyer’s new primary residence (in-county) that meets FTDP standards (smaller square footage and aging-ready).</li><li>Who Qualifies:<ul><li>Primary residence in one Howard County home for 18+ consecutive years</li><li>Must downsize by square footage</li><li>Homes at or above $1 million (purchased or sold) are ineligible</li><li>New home must be under contract within 12 months of selling the former home</li><li>Former home must be sold to a first-time homebuyer (to prevent bulk investor purchases and keep family neighborhoods intact).</li></ul></li><li>Purchase Window: January 1 – June 30 each program year to concentrate market activity, boost Q4 renovation work, and increase Q1 and Q2 inventory for both seniors and first-time buyers ahead of the busy summer homebuying season</li><li>Program Guardrails: Participation is hard-capped each year to limit county exposure; any unused credit reverts to the county if the participant ceases to occupy the downsized home as a primary residence.</li></ul><h4>Real Savings for Seniors</h4>A typical Howard County homeowner selling a mortgage-free $550,000 home and purchasing a $400,000 aging-ready home would see property taxes of about $5,448/year. With the $20,000 FTDP credit, the effective monthly housing cost drops to roughly $106 for more than four years—an ~79% reduction in monthly expense in comparison to the previous property—while the seller retains over $100,000 in equity. For a 75-year-old on a fixed income, that is a meaningful upgrade in daily quality of life.<h4>Fixing our Broken Housing Market</h4>FTDP is not an entitlement—it’s a targeted credit that pays for itself by unlocking stalled value in our housing market. When more longtime homes sell at market value:<ul><li>The county collects full, uncapped assessments from new owners in year one;</li><li>Transfer and recordation taxes are paid at sale;</li><li>Renovation, permitting, and local spending increase, supporting small businesses and good jobs.</li></ul>A modest 10% lift in annual home sales (about 344 additional sales) would generate millions in one-time transaction revenues and broader economic activity—more than offsetting the capped credit for each yearly cohort.
